This document has surfaced and provides worthy input to the conversation. This from the document:

CDOT: This project is based on the 2004 Environmental Assessment (2004 EA)

Response: Nothing could be further from the truth. The 2004 EA actually argues against the CDOT Proposal described on July 9, 2020. As much as CDOT claims the 2004 EA supports the Proposal the design described in the Proposal was not even considered. In fact it appears to be in violation of the 2004 EA. Specifically the 2004 EA calls for 285 to be redirected 30 feet west of the wetland on the east side of 285 between PCR 72 and Deer Creek. The 2020 proposal ignores that environmental requirement and based on the crude drawing presented appears to send the redesigned acceleration lane replacing the poorly designed, CDOT’s admittedly substandard, existing northbound 285 on ramp. The 2004 EA calls for construction of a four lane highway with frontage roads. This is a far cry from the design presented to the community on July 9, 2020. That design involved a installing a median barrier. Here’s what the 2004 EA said regarding alternatives that included a median barrier: This option was not advanced for further analysis. Based on the significant deviations from the design advanced in 2004 EA and the 202 proposed design a new EA is required pursuant to 42 US Code Section 4332 and 23 US Code Section 128. The 2020 proposal cannot be advanced absent this new Environmental Assessment.
